gambling at 18 and the law

Yes, for the lottery, horse racing and charity bingo. Indiana’s casinos, its racinos’ gaming floors, their poker rooms and every licensed sportsbook, in person or online, are for players 21 and over.

Indiana has two ages. 18 covers Hoosier Lottery tickets, betting on horse races at the tracks and off-track betting parlors, and charity bingo. 21 covers the casinos, the racinos’ gaming floors, poker rooms and sports betting, whether at a retail sportsbook or on an app.

Indiana has 14 casinos: 13 licensed by the Indiana Gaming Commission, two of them racinos at horse tracks, and Four Winds South Bend, run by the Pokagon Band, the state’s one tribal casino. They began as riverboats under a 1993 law, but most have since moved onto land. A 15th license, for the Fort Wayne area, depends on a county vote in November 2026.

Sports betting has been legal since 2019, in person from September and online from October, all at 21. Indiana has no online casinos, online poker or online lottery sales, and since July 2026 it bans sweepstakes casinos.

Online sports betting is, for bettors 21 and over, on licensed apps such as FanDuel, BetMGM and BetRivers, and licensed online racebooks take bets on horse races. Online casinos and online poker aren’t: the 2025 bill to allow them died in committee. The offshore sites we recommend offer online casinos, poker and sports betting to Indiana players from 18.

They sit in a legal gray area. Indiana doesn’t license them, and its law is stricter than most: taking part in unlicensed gambling is a Class B misdemeanor, and a site that takes bets over the Internet from someone in Indiana commits a felony. Federal law is aimed at the businesses that take bets rather than the players, and since the Supreme Court’s ruling in Murphy v. NCAA in 2018, each state has set its own sports betting rules.

The sites we recommend hold licenses from regulators abroad and have served Indiana players for years, Bovada since 2011.

18+ Indiana Casino Apps

Being able to play real money casino games on our phones and tablets is hands down one of our favorite perks to 18 and up Indiana online casinos. When this first became a reality, I honestly had my doubts. How could they possibly design an online blackjack game that I would find satisfying playing from my phone’s handheld display? Well my skepticism was quickly vanquished as I ventured into the mobile rendering of my favorite casino games. I found the game interface to be thoughtfully designed in each instance, with a performance that delivered a legitimate casino gaming experience.

From the bonus rounds on 3D slot games to the action of the roulette wheels and blackjack hands, it was clear that every detail was considered when these casino apps were developed. All of the brands you see here offer a web-based mobile casino, which means no downloads to mess with and your account is always synched no matter what device you’re using to access it. These applications are compatible with all current Android and Apple devices, and are backwards compatible with most devices that can still receive operating system updates.

Along with playing all of their real money casino games, including live dealer games, you’ll be able to register for an account, deposit and withdraw funds into and out of your account, claim bonus offers, and in the case of Bovada, navigate between their casino, sportsbook, and poker room. All of these 18+ casino apps utilize advanced security protocols and encryption.
