gambling at 18 and the law

Yes, for the lottery, horse racing, charitable bingo and daily fantasy sports. Ohio’s casinos, its racinos’ gaming floors, their poker rooms and every licensed sportsbook, in person or online, are for players 21 and over.

Ohio has two ages. 18 covers Ohio Lottery tickets and keno, betting on horse races at the state’s seven tracks, charitable bingo and daily fantasy sports. 21 covers the four casinos, the slot-style video lottery terminals at the racinos, casino poker rooms and sports betting, whether at a retail sportsbook or on an app.

Ohio voters approved four casinos in 2009, in Cleveland, Columbus, Toledo and Cincinnati, and the state’s seven horse tracks added video lottery terminals soon after, making eleven gaming venues in all. The Ohio Casino Control Commission oversees the casinos and sports betting, the Ohio Lottery Commission the lottery and the racinos’ machines, and the Ohio State Racing Commission horse racing.

Sports betting was signed into law in December 2021 and launched on January 1, 2023, in person and online. Online casinos and online poker are not legal: bills to allow them were filed in 2025 and none has passed.

Only for daily fantasy sports. Ohio’s licensed online sportsbooks are 21 and over, and the state has no online casinos, online poker or online lottery ticket sales. The 18 and up gambling sites we recommend are offshore, and take Ohio players from 18.

They sit in a legal gray area. Ohio doesn’t license them, and its gambling law treats placing a bet with an unlicensed bookmaker, or playing an illegal game run for profit, as a first-degree misdemeanor. Federal law is aimed at the businesses that take bets rather than the players, and since the Supreme Court’s ruling in Murphy v. NCAA in 2018, each state has set its own sports betting rules.

The offshore gambling sites we review hold licenses from regulators abroad, and most have served Ohio players for years. One exception: Bovada no longer accepts players in Ohio.
